This report is the final evaluation of the employer ownership of skills pilot: round 1 which began in 2012.
It covers 36 pilot projects and examines the use of public funds in raising skill levels, including:
- surveys with employers and learners
- secondary analysis from the Labour Force Survey
- depth interviews with employers, learners, providers and other stakeholders
- case study research on 10 tracked projects
