Detailed guide: How to return ILR funding claims to the ESFA
Information for institutions who are required to make ESFA funding claim returns for academic year 2018 to 2019.

R10 Funding claim return – new from 2018 to 2019
From academic year 2018 to 2019, 16 to 19 providers need to make a year-end forecast funding claim. You can submit your claim from Friday 7 June until 5pm 12 June 2019. We have published information explaining how to submit a claim.
The year-end forecast is required because a number of 16 to 19 funded institutions failed to make timely final claim returns last year. We need to ensure that everyone understands how to complete the combined funding claim return this year.
Please review the R10 out-turn figures to make sure your R10 return is accurate. It is not necessary to make a rest of year forecast for 2018 to 2019. If any mistake has been made make sure any necessary corrections are made in your R13 return.
We will issue ILR R10 reconciliation statements to all funded institutions to assist with your financial accounts for this funding year by August 2019.
Final claims 2018 to 2019
The deadline for final funding claims for academic year 2018 to 2019 is 29 October 2019. We have combined the 16 to 19 and adult funding final claim to make it easier for you to return your information. You will be able to include your 16 to 19 out-turn summary data with the other funding streams on the online funding claim form.
The only circumstances in which the ESFA will need the signed 16 to 19 final claim report (available through Funding Implementation Service (FIS) or the Hub) are:
- where the funded institution ceases delivery during the year before the final claim return is available from the ESFA in the autumn after the end of the funding year
- where any material issues with the ILR data submission require us to seek additional funding eligibility assurance over ILR data, and such a return will always require ESFA prior agreement

How the ILR 16 to 19 final funding claims 2018 to 2019 values are determined
The head of institution must sign the simplified final funding claim declaration at the bottom of the combined summary final funding claim return for 2018 to 2019. We explain why this is necessary in Annex A of our ESFA Funding guidance for young people 2018 to 2019 ILR Funding returns.
The funding values are all calculated from your ILR data submissions for 2018 to 2019. The combined 16 to 19 and adult final claim form will include a summary of the values detailed in the FIS/Hub 16 to 19 study funding claim report and replaces the need for the separate 16 to 19 return. The ILR R14 data return period will close on Thursday 17 October 2019. This is the final data return for this funding year. Please allow enough time to fully cleanse your data using the validation reports generated by the system before making your final submission.
Gaining the necessary assurance over ESFA income for auditors signing off college accounts before the end of December
We will issue allocation information for academic year 2018 to 2019 and ILR R10 funding out-turn information to all known college financial audit firms either in:
- a workbook form for those with multiple college clients or
- copies of reconciliation statements for all their known clients
We will follow this up with final figures based on ILR R14 returns in early November to assist the audit firms in signing off college accounts.
Next steps

We aim to issue statements for contract institutions subject to reconciliation and Grant-in-aid institutions in November 2019. At this time, you will find your statement in the revenue funding folder, AY 2018-19.
