Stakeholder Reference Panel

Overview

The purpose of the Stakeholder Reference Panel is to help the Institute access a broad range of views and expertise about the impact of its work on apprenticeship quality and take-up through the involvement of a wide group of sector representatives.  It will provide a forum for dialogue and engagement between the Institute and sector representatives, as well as providing insight to the Institute’s Board. 

The purpose of the Panel is to provide a forum: 

• To facilitate engagement between the Institute and sector representatives 

• For the Institute and panel members to collaborate to address apprenticeship quality issues as necessary  
• To take stock of progress made in raising quality and any barriers which need to be addressed. 

The Panel will have an advisory role and not be a decision-making forum.  Feedback on discussions at Panel meetings will be provided to the Institute’s Board.   

1. Membership

The Panel will either be chaired by the Chair of the Institute’s Board or the Chief Executive.  Membership will include representatives from:

• Confederation of British Industry  
• Construction Industry Training Board  
• Federation for Industry Sector Skills and Standards  
• Federation of Awarding Bodies

• Institute of Directors 
• Joint Council for Qualifications  
• Local Enterprise Partnership Network 
• Local Government Association 
• Ofqual 
• Ofsted 
• The Careers and Enterprise Company 
• The Quality Assurance Agency for Higher Education  
• The Science, Engineering and Manufacturing Technologies Alliance  
• Universities UK 
• University Alliance 
• University Vocational Awards Council  

The secretariat for the Panel will be carried out by officials at the Institute. 

2. Frequency of meetings 

The Panel will meet at least twice a year. 

3. Confidentiality  

To encourage openness and the sharing of information Panel members are asked to abide by ‘Chatham House’ rules. This means Panel members are free to communicate information received, but neither the identity nor the affiliation of the speaker(s), nor that of any other participant, should be revealed.
