It’s promising to see #apprenticeship starts recovering, but it’s no time to get complacent
There have been 336,900 apprenticeship starts reported to date between August 2018 and May 2019 for the 2018/19 academic year – this compares to 315,900 reported in the equivalent period in 2017/18, 457,200 in 2016/17 and 420,800 in 2015/16.
Of the 336,900 apprenticeship starts reported so far in 2018/19, 62.1 per cent (209,300) were on apprenticeship standards.
Comment from Martin Hottass, Group Director, Technical Training, at City & Guilds Group:
“While it’s promising to see apprenticeship starts have been recovering over this past year, it’s no time to get complacent. Many employers are still struggling to engage with the inherent rigidity of the new system – indeed, according to research conducted by City & Guilds Group earlier this year, 92% of levy-paying businesses want to see greater flexibility in how they spend their funds.
“The UK is facing a pivotal moment in its history and as employers contend with uncertainty over access to international talent post-Brexit, as well as ongoing rapid advancements in technology, having a skilled workforce in place has never been so important. Regardless of socio-political changes, technical and vocational skills delivered through high quality apprenticeships will be remain key to filling skills gaps and unlocking future economic success.
“It’s clear that even though the apprenticeship levy is two years old, it’s still a work in progress. Government needs to listen to employers and give businesses the flexibility they need to be able to invest in apprenticeships and technical training. The Government’s recent relaxation of the levy rules for the film industry is proof that flexibility is the way forward.”

Official statistics on the use of the apprenticeship service, including:
- apprenticeship service account registrations to June 2019
- the number of commitments and transferred commitments, where someone expected to start an apprenticeship is recorded in the system, to June 2019
- the number of transferred commitments confirmed as having started their apprenticeships
The statistics also include monthly apprenticeship starts information for the first 10 months of the 2018 to 2019 academic year.
